Gastonia NC,. He seems like he's been abused or at least traumatized. If I crouch down and speak softly to him, he will meow and come towards me. He then flops over for a belly rub. But if I move to pet him, he tenses up. I doubt he's up to date on shots. But I'm pretty sure he's neutered because his ear is tipped. He would probably need a quiet household with a patient and loving family and support. The community told me they call him Tom. he was abandoned in the neighborhood when some people moved away
